Prohibited Content Policy

Overview and Scope

This policy applies to every user of CommissionHub, including fans who request commissions, creators who fulfill them, and anyone who browses public pages. It applies to every form of content on the platform, including commission request descriptions, reference materials, work-in-progress previews, final deliverables, portfolio samples, profile and banner images, and comments.

CommissionHub is a marketplace for two-dimensional (2D) illustration and manga only. Photographic and live-action content of any kind, in any category, is entirely out of scope for this platform and is addressed directly in Section A below.

Where this policy does not explicitly address a specific scenario, the operating principle described in Section C governs: when in doubt, we prohibit.

A. Absolute Prohibitions (Zero Tolerance)

The following categories of content are prohibited without exception. No context, artistic justification, client request, or payment amount permits an exception. Content in these categories is removed and enforcement action is taken regardless of who created it, who requested it, or where in the world they are located.

Sexual depictions of minors are prohibited with zero tolerance, in any art style, real or fictional, without exception. This prohibition applies to content that merely appears to depict a minor, even when a claimed in-fiction or in-universe age is stated to be higher. Depicting a character with a childlike or petite body type in a sexual context is prohibited regardless of any stated backstory. A claimed in-universe age (for example, a character described as 'canonically 500 years old' or '18 in the story') is never an acceptable defense or loophole. What controls is how a character is depicted and how it appears, not what age is claimed in accompanying text. Any request, upload, or delivered work that violates this prohibition results in immediate removal of the content, a permanent and non-appealable ban of every account involved, preservation of evidence, and a report to the appropriate authority. See Section B for full detail.

• Sexual content depicting a real, identifiable individual without that person's clear, verifiable consent, including likenesses of public figures, celebrities, private individuals, and any user of the platform.
• Photographic or live-action content of any kind, in any category. CommissionHub is a marketplace for original, hand- or digitally-drawn 2D illustration and manga only; photographs, photo composites, photo-realistic renders derived from photographs, and live-action video or images are never permitted, regardless of subject matter.
• Non-mosaiced or otherwise uncensored depiction of genitals. Under Article 175 of the Penal Code of Japan, the uncensored depiction of genitals is a criminal offense; CommissionHub prohibits it outright, with no exception for context, art style, or the age-gated NSFW area. See Section E for the mandatory mosaic standard that applies to all sexual content depicting genitals.
• Sexual violence, bestiality, and incest-themed content, together with any other content category prohibited under the content standards of mainstream payment card networks, including Visa and Mastercard.
• Content that promotes or instructs illegal activity, incites violence, or constitutes discrimination or hate speech on the basis of race, ethnicity, nationality, religion, gender, sexual orientation, disability, or other protected characteristics.

B. Detection and Enforcement Consequences

CommissionHub uses a combination of automated screening, mandatory human review at key points in the commission workflow (request creation, delivery, and dispute), and user reporting to detect content that violates this policy. The consequences below apply once a violation described in Section A is confirmed.

1. Immediate removal of the violating content from the platform, including from private messages, delivered files, and cached previews.
2. Permanent, non-appealable suspension of every account involved in creating, requesting, or knowingly facilitating the content, including both the creator account and the requesting fan account where applicable.
3. Preservation of the content and all associated account, payment, and communication metadata as evidence, retained for as long as required by applicable law or law enforcement request.
4. A report to the appropriate authority. For content involving the sexual exploitation of minors that originates from or is accessible to users in the United States, this means a report to the National Center for Missing & Exploited Children (NCMEC). Where the content, creator, or user is connected to another jurisdiction, CommissionHub reports to the corresponding authority in that jurisdiction, and to Japanese law enforcement where required under Japanese law.

These consequences apply regardless of whether the violating content was ever paid for, delivered, or publicly posted, and regardless of whether the person who created it claims not to have known the content was prohibited.

C. Gray-Zone Handling

This policy cannot exhaustively list every possible scenario. Illustration and manga cover an enormous range of styles, storytelling conventions, and cultural context, and new edge cases arise constantly. CommissionHub's operating principle for anything not explicitly addressed above is simple: when in doubt, we prohibit.

Content is never given the benefit of the doubt in the direction of being allowed. If a request, reference image, or delivered work appears to fall close to a prohibited category under Section A, particularly the depiction of minors, it is treated as prohibited unless and until it can be clearly and confidently confirmed otherwise.

Automated systems used to screen content on CommissionHub are calibrated to flag, not to decide. When automated screening flags content as potentially violating this policy, that content is escalated to human review. It is never auto-approved on the basis that no violation was detected by the system, and it is never silently auto-rejected without a record that a human reviewer can later examine. Final determinations on ambiguous content are made by trained human reviewers, not by automated systems alone.

D. NSFW Content: Age-Gating and Classification Standards

CommissionHub's primary content is all-ages illustration and manga commissions. Sexually explicit (NSFW) content is available as a separate, optional category. It is not deleted outright, but it is not what the platform is built around or promoted as.

NSFW content is never mixed into the general, all-ages browsing experience. It is displayed only within a distinct, separately access-controlled area of the platform that a user may enter only after completing the age verification process described in our Age Verification Policy. Users who have not completed age verification cannot view, search for, or be shown NSFW content or thumbnails under any circumstance.

CommissionHub does not invent its own ad hoc standards for what qualifies as NSFW or how it must be classified. Content classification aligns with established, widely recognized norms already used by mainstream Japanese doujin and adult-content marketplaces, together with the applicable content standards published by mainstream payment card networks. Where these external norms are more restrictive than a plain reading of this policy, the more restrictive standard applies.

All content within the NSFW area remains fully subject to the absolute prohibitions in Section A. Age-gating changes where and to whom sexual content may be shown; it never changes what sexual content is permitted to exist on the platform.

E. Mosaic and Obfuscation Technical Standard

Any sexual content depicting genitals that is permitted to exist within the age-gated NSFW area (see Section D) must obscure the genitals using mosaic or an equivalent obfuscation technique that meets the objective, numeric standard below. Subjective judgments of whether something 'looks obscured enough' are not used to evaluate compliance.

Minimum mosaic standard: the mosaic block size must be no smaller than 1/100th (one one-hundredth) of the length of the image's longer edge. For example, on an image whose longer edge is 2,000 pixels, each mosaic block must be at least 20 by 20 pixels. This produces a coarse, clearly visible grid over the obscured area, not a light blur, soft-focus effect, or fine-grained pattern that leaves anatomical detail discernible.

• Shape-fitted masks, censor bars, or stickers that closely trace the outline of genitals rather than obscuring the area with a compliant mosaic grid.
• Strategic cropping, framing, or posing that moves the depicted area just outside the visible frame while the composition, pose, or accompanying text still clearly implies unobscured genitals are present.
• Selective or partial censoring that mosaics only a portion of the anatomically explicit detail while leaving the rest effectively visible, or a mosaic pattern that is coarse in name only, with block sizes below the 1/100th standard above.
• Any obfuscation technique, however creative, whose practical effect is that the anatomical detail remains identifiable to an ordinary viewer.

Content that uses any of the above techniques is treated as uncensored for purposes of this policy and is handled under Section A, not Section D.

F. Reporting Content You See

If you encounter content on CommissionHub that you believe violates this policy, including suspected content involving minors, use the Report function available on every commission, delivered work, and profile, or contact us directly. Reports involving suspected sexual content involving minors are treated as the highest priority and are reviewed immediately.
