Content Moderation Policy

This Content Moderation Policy explains how CommissionHub, operated by Miraiworks LLC (合同会社, Tokyo, Japan), actually enforces the rules set out in our Prohibited Content Policy on a day-to-day basis. Where the Prohibited Content Policy defines what is not allowed, this document describes the concrete technical systems and human review steps we run to detect violations, the process we follow when a violation is found, how we handle reports from users, and the identity checks creators must pass before they can be paid.
This policy applies to every commission request, every delivered artwork, and every message or profile submitted through CommissionHub's marketplace for illustration and manga commissions.
Overview
CommissionHub is primarily an all-ages platform; optional NSFW content is age-gated and subject to additional rules under the Prohibited Content Policy. To keep the platform safe, we check content at three separate points: before a request is allowed to go live, before a finished artwork is ever shown to the client who paid for it, and on an ongoing basis after publication through user reports. No single check is treated as sufficient on its own - the three stages are designed to overlap and catch what earlier stages might miss.
Enforcement combines automated screening with human judgment. Automated tools give us speed and consistent coverage of 100% of content; human moderators give us judgment on context and edge cases that automated tools cannot reliably make on their own.
1. Detection Pipeline
Stage 1 - At request creation. When a client submits a commission request, the request text and specification are automatically screened against prohibited-keyword lists and prohibited-category classifiers before the request is allowed to go live. Requests that trigger a match are blocked from publication and routed to a moderator for review before they can be opened for pooled funding.
Stage 2 - At delivery. This is the most important control in the pipeline. Every single artwork a creator delivers is scanned before it is released to the client, with no exceptions and no sampling.
- AI first pass: an AI/ML-based image classifier scans 100% of delivered artwork for prohibited categories, with particular emphasis on detecting sexualized depictions of minors and uncensored genitalia.
- Human final check: a trained human moderator reviews the delivery - including anything the AI classifier flags - and makes the final call before the artwork is confirmed as published and released to the client.
Every delivery goes through an AI first pass and a human final check before it is released - on 100% of deliveries, with no exceptions and no sampling. This two-stage check is mandatory and cannot be skipped.
Stage 3 - After publication. Automated screening at request creation and the two-stage check at delivery catch the large majority of violations, but no filter is perfect. An ongoing user-report channel (see Section 3 below) stays open after publication so that anything that slips through the first two stages can still be flagged, reviewed, and removed.
2. Escalation Procedure When Prohibited Content Is Found
When prohibited content is identified - whether through automated screening or a human-flagged review - we follow the same sequence every time:
- Immediate takedown: the content is unpublished and removed from public view as soon as it is detected, regardless of whether detection was automated (keyword filter or image classifier) or human-flagged (moderator review or user report).
- Account suspension: the account associated with the content - the creator, the client, or both, depending on the circumstances - is suspended pending investigation.
- Evidence preservation: the content itself, associated metadata (timestamps, account identifiers, and technical logs where available), and the full request and account history are preserved for legal and compliance purposes.
- Mandatory reporting for content depicting sexualized minors: this category is reported to the appropriate authority based on applicable jurisdiction. For cases with a US nexus, this means a report to the National Center for Missing & Exploited Children (NCMEC). CommissionHub cooperates fully with law enforcement in any jurisdiction where a report or investigation is required.
3. User Reporting & Response SLAs
CommissionHub accepts reports of prohibited content or user misconduct through two channels: an in-product report form, available on every request, delivery, and profile page, and a dedicated email address, contact.miraiworks@gmail.com. Both channels are monitored by our moderation team.
Response times depend on the severity of the report:
- Emergency/critical reports - suspected sexualization of minors, non-consensual real-person content, or other clearly illegal content - result in immediate takedown pending review. This category is monitored 24/7, and initial triage begins within a few hours of the report being received.
- Standard reports are acknowledged within 2 business days and resolved within 5 business days.
In complex cases requiring coordination with law enforcement, these timelines may be extended; where possible, we keep the reporting user informed of status.
4. Creator KYC and Anti-Money-Laundering Controls
Before a creator can receive their first payout on CommissionHub, they must complete a Know Your Customer (KYC) verification step. Registering an account and browsing the platform does not require KYC - it is specifically required to unlock the ability to receive money.
- Identity verification: creators must complete government-ID-based identity verification, confirming their real identity before any funds can be released to them.
- Age-of-majority verification: the same KYC step confirms that the creator is a legal adult in their jurisdiction. This check is separate from, and in addition to, CommissionHub's general platform age requirements for all users.
- Sanctions and watchlist screening: creator identities are screened against applicable sanctions and watchlists as part of onboarding.
- Ongoing AML monitoring: CommissionHub monitors payout activity for suspicious patterns, such as rapid, high-value payouts that are inconsistent with an account's prior history, and escalates flagged activity for manual review.
Payouts are held until KYC is successfully completed. A creator who does not pass identity or age verification cannot receive funds through the platform.
5. Cooperation with Law Enforcement
CommissionHub cooperates with law enforcement and relevant regulatory authorities in connection with investigations into prohibited content, including by preserving evidence as described in Section 2 and by responding to valid legal requests.
Where content depicts the sexualized abuse of minors, CommissionHub makes mandatory reports to the appropriate national authority based on applicable jurisdiction - for example, NCMEC for cases with a US nexus - in addition to cooperating with any law-enforcement investigation that follows.
